Behind the term Design System, there are the words Design and System.

The term Design is used here to refer to the creation of graphical components that meet presentation or interaction needs, while the term System is used to refer to a combinable, coherent, and extendable set. A Design System can thus be described as a set of compatible graphical components that can be combined to create all kinds of graphical interfaces.

But a Design System is not just a library. It is both a product and a service, both of which rely on a set of values.
