Missing information regarding tools used by tagged shared runners

The usage of certain shared runners are unclear from viewing them in other gitlab projects. It would be helpful to teams less familiar with the shared runners to learn what services are covered within certain runner tags.

I think a location for that information on the currently available tags and what tools they provide would be helpful under runner_image_factory.md

I tried to look under the image factory project group to understand better what images are being used for these tagged runners, but there is no information there either for many of these.

For some tag examples that are unclear:

• aws-app-common
• aws-iac-terraform
• aws-cdktf-shared
• aws-core-tools

What would be helpful to see for a given tag:

aws-app-common

• helm v1.2.3
• kubectl v4.5.6
• etc

I realize maybe an issue is not the best location for this feedback, but I don't know where a better location for this would be.
