S3 Key activation (bucket_key_enabled parameter)

The bucket_key_enabled parameter in the Terraform S3 module needs to be activated to allow us to import existing S3 bucket configurations into Terraform. The change should be configurable so it can be toggled as needed, ensuring flexibility for both new and imported resources.
