Add Lifecycle configuration for auto shutdown

In AWS SageMaker, data scientists can have running Jupyter notebook instances running, while not being needed. We recommend to use SageMaker lifecycle configuration to automatically shutdown resources that are idle and save on cost and carbon footprint.

This blog post provides a strategy, and points to a Lifecycle config which can be used to automatically shutdown resources.
