Refactor docs website build and deploy

Lorenzo BATTARRA requested to merge lb_improve_site_devel into dev

... for better maintenance, since we'll deploy other stuff out of the repo.

  • CI to script-based so that we can iterate locally (docs/README.md)
  • deploy to saads-eks-app (delete of local helm chart)
  • move deploy to prd
